Pay Equity/Comparable Worth Experience

Lois Haignere has more than 15 years of experience consulting on pay equity/comparable worth and equal pay in the United States, Canada and New Zealand.
Her publications on pay equity include "Tailoring Job Evaluation to Fit Pay Equity" in the International Encyclopedia of Public Policy and Administration, "Equitable Compensation: Methodological Criteria for Comparable Worth." An explanation of pay equity/comparable worth.

Dr. Haignere began doing pay equity research as Assistant Director of the New York State Comparable Worth Study, where she oversaw data collection and analyses involving over 2500 job titles ranging from the highest paid managers to the lowest paid worker titles in the classified service. This study used the extensive closed-ended questionnaire approach for collecting job content information and then statistically captured the factors and weights through factor analysis and multiple regression. This approach is sometimes considered a short-cut approach because it eliminates the labor-intensive work of job evaluation committees.

Pay equity technical consulting

Dr. Haignere has been retained as a technical consultant in the development of job evaluation systems using policy capturing/multiple regression statistics by the Canadian Human Rights Commission, the Ontario Public Service Employees Union, the University of Western Ontario, Carleton University, and the Ontario Worker's Compensation Board. She has published a guidebook on multiple regression analyses of faculty salaries which is published by the American Association of University Professors (AAUP) and has replaced the AAUP's Higher Education Salary Evaluation Kit.

The New Zealand Commission of Employment Equity retained Dr. Haignere to advise them in the building of a job evaluation instrument for use nationwide in both the private and public sector. She also developed a system designed for province-wide use for the Federation of Women Teachers of Ontario (FWTAO). Additionally, Dr. Haignere was retained by the Ontario Pay Equity Commission to review and critique their Pay Equity Guide for Small Business before its release.

State officials in Minnesota developed a tool to assist their numerous jurisdictions in implementing pay equity. Dr. Haignere applied the "Minnesota" job-to-job match approach in examining the salaries of four different workforces, two school districts, a county and a city all located in New York State. She was also retained by the Connecticut State Federation of Teachers to provide technical advice and assistance regarding the job-to-job matching method of pay equity analysis at the University of Connecticut and several school districts.

Different sides of the issue

Haignere, Inc. has been retained to design and conduct policy-related studies to satisfy parties on different sides of policy issues. For example, Haignere, Inc. was selected to conduct research for the City of Toronto/CUPE Local 416 labor/management dispute over the development of a pay equity plan. The parties were ten years overdue in meeting the implementation required by the Ontario Pay Equity Act, and were
essentially stalemated. We met with the parties and designed the necessary research to the satisfaction of both parties. The results of our study enabled the parties to successfully reach a negotiated agreement.

Gender neutral job evaluation examinations

For the Canadian Human Rights Commission (CHRC), Haignere, Inc. has completed numerous pay equity projects, including consultation on the development of a gender-neutral job evaluation system for assessing technology jobs. CHRC also retained our firm to examine the gender neutrality of the factors and weights of the Treasury Board of Canada's Universal Classification Standard (UCS) as well as to conduct statistical analyses of a database containing the UCS ratings on more than 50,000 federal job classes.
